According to UM paper report, on December 28, 2022, the Customs Tariff Commission of the State Council issued a tariff adjustment plan for 2023, which will implement zero import tariffs on multiple paper types.
According to the latest announcement of the Customs Tariff Commission of the State Council, in order to enhance the linkage effect of domestic & international markets and resources, January 1, 2023, my country will implement a provisional import tax rate lower than the most-favored-nation tax rate for 1020 commodities. However, the tax rate adjustment does not cover kraft linerboard and newsprint products.
Wrapping paper. Cardboard corrugated paper is the largest type of paper imported, and the total import volume from January to November 2022 exceeded 5 million tons. Among them, the import volume of recycled containerboard and corrugated base paper in the first 11 months of 2022 exceeded 2.1 million tons, down 1% and 20% respectively from the same period last year. The provisional import duty rate for these two paper grades will be reduced to zero in 2023.
Kraft linerboard was not included in the tax rate adjustment plan this time, and the import volume as of November in 2022 reached 748,249 tons, a year-on-year decrease of 7%.
All folding box board products will be subject to zero tariffs when imported in 2023. From January to November 2022, China imported 478,766 tons of white paperboard, a year-on-year decrease of 23.1%.
Cultural paper. In the cultural paper tax codes of the daily survey and statistics of Paper Industry Lianxun, offset paper and coated paper products will implement zero import tariffs in 2023.
In 2022, China’s imports of offset paper and coated paper have both experienced a sharp decline. From January to November, China imported 335,775 tons of offset paper, a sharp decrease of 68.5% year-on-year; the import of coated paper fell by 41.9% to 203,429 tons.
The tax rate adjustment program does not include newsprint products. From January to November 2022, China’s newsprint imports totaled 422,717 tons. Although it has dropped significantly from 671,520 tons in the same period in 2021, it is still the most imported cultural paper type.
